State College residents want crackdown on student parties

"As Penn State and Ohio State clash at Beaver Stadium on Saturday, State College residents who support an ordinance to curb rowdy parties anticipate a football weekend of sleep-depriving noise, beer-bottle yard litter and urination without borders."
